What is the Kakching (Pvt) Center Committee? How are they related to Kakching Education and who are they? Is it just a private group helping the HSLC Exam run smoothly or something more? What power do they have? Who elects the members for how long/terms? Are they in conflict with the Government School/Education Department/agencies or they compliment one another? Will be helpful to elaborate on how the committee is expecting to get top-rank from this year's candidates better than the previous year? What do they know and how can they make such a potential prediction, on what basis or observations they may have? Hope they are right though. How clean is the examination at present - regarding external and internal copying and malpractices that used to be rampant a decade ago? Just a curiosity.

The text does not exactly mean what it wants to convey. I was also confused by it. However, reading it in some "particular" contexts, I could get what it wants to say.
If I'm not wrong, Kakching (Pvt) Center Committee is a private tuition/coaching center currently being housed at Victory High School, Kakching, providing residential intensive coaching facilities for students (irrespective of their school affiliation) appearing in the coming BSEM's HSLC Exam.
As far as I can understand, Victory High School is the only HSLC Exam center for all the students of all schools in Kakching appearing in this exam, and also for some schools within the Wabagai Constituency.

Two categories of HSLC Exam centre under the aegis of the Board of Secondary Education Manipur (BSEM)
1. Board Entre: only few centres in Imphal area (heart of the town ) directly controlled by the Board.
2. Outside Exam centres including the peripheries/surrounding of Imphal are termed as Board private centre. However every private centres compulsorily must take Board approval and constiture under the direction of the Board i.e. O.C. , AOCs are widely notified by Board’s notification. Questions papers are kept in the police station. and In the board centre they brought question papers just before the exam start.
About copying or malpractices, exam like HSLC, Kakching centre quite good and maintained quality . Most of Kakching students are dreaming about prestigious competitive exams like civil services, medical, or IIT etc…etc. so, they don’t like fraud or copying. Teachers are also quite strict. Underground organizations like KYKL, Students’ org. AMSU, DESAM also mobilized against copying or malpractices in the said exam. Even they have flying squad . Daily Inspection team of Board also closely observed till the exam is finished.
About position holder, our teachers are quite experiences they can easily predicted from the standard of the students. They also easily predicted from the Mock Test of HSLC Exam conducted by Board and Eminent coaching centres of Imphal. In 2012 Th. Arnold Singh of Victory High School stood 6th position. I have forgotten the exact year, Lydia Devi from PR School stood 1st position.
I am quit positive to our students.

I am quite encouraged by the new generation of Kakching Students. Competitive spirit is the key to take us forward. In addition, Kakching being an educationally conscious community and also being included in the SC category, our students have the most opportunity to compete at the national level competitive services than most other communities in Manipur. We should be aware of this opportunity and work hard to achieve the highest goal. Mediocre achievement should not be the goal. Once you are on the top chain, nobody cares who you are and where from you are. It is your caliber that defines you. Go Kakching Student go - to the highest of highest level, fly high and set high standard goals. Good luck to all students appearing in the HSLC exam.

I share a video on IIT (India) on CBS 60 minutes, recorded a few years ago, which I also posted in my FB.
IIT, IISc, and IIM - our students need to prepare to get into these Institutes of excellence and higher learning in India. Students coming out of these institutions have self confidence, are well trained and possess instinctive entrepreneurship drive and skills. These are one of the most competitive institutes in the world to get into. If you aim at these institutes at least he/she will get to some good place, if not in these places, either in India, US or in other country. US has benefited tremendously from these graduates in the 70s and 80s up to 90s when there were no openings in India for these graduates. Still now many are being sought after in the US, but then now there are also many who can continue to develop their skills in India itself as well. Whether IITians are in the US or in India, they are shaping the course of the country where they work or chose to invest their time. Because of these Institutions and their graduates, Indian technologists and scientists are respected in many parts of the world. Now, India will soon invest more on these graduates in India itself.
Manipur students need to begin to think and prepare for the entrance exam way before they pass out the 8th grade. Hope there soon will be capable coaching facilities for preparing the entrance test for these institutions. May be those few Manipur diasporas who have come out of these Institutes start thinking of providing some know how and investing some of their valuable time to such a venture at Imphal/Kakching. That will go a long way to the future of Manipur.
Just a thought. How many people of Kakching are there who had attended IIT, IISc, IIM, and AIIMS (All India Medical Institute of Sciences)? I am not ignoring other Institutions of Arts, Social Science and other disciplines, but I am more familiar with the above institutes than Arts stream. That is why I put up them here. I hope you will have a chance to watch the video.
