Continuing on early discussion on Education in North America in FB (Manipur Dyanmics), I am sharing a message from West Bloomfield School District (WBSD) to its township residents for a voting for WBSD funding/tax approval or disapproval tomorrow. Local residents have to fund and take care of its schools for smooth running and maintaining the various programs, in addition to the regular school educational courses. The state funds about $6,000 per student per year per school district. Remaining is the responsibility of the township and parents/residents and also for the teachers to write additional grants for funding any specific curriculum. No teacher is permanently hired, each teacher including the Principal is on contract on a yearly basis based on the performance.
Dynamic Manipur FB: If you are a friend to Dynamic Manipur, it has many important issues discussed there as well from Jiten Nongmaithem.
Lalit Pukhrambam; Very well explained Shilpa. I am sure there are deserving students from Manipur, at present I will say, those studying outside Manipur in India. In Manipur, students will need a few years of proper guidance and correct information. Some of them should be able to get into the US or CanadianUniversities with proper guidance and providing the correct information. Even if you get partial scholarship on tuition (full scholarships are hard to get), you still have to work part time (20 h a week allowed) from the second year. First year, you can't work. you have to show full year's financial statement. But, our students are not used to the idea of studying and working at the same time. We are spoon fed as long as one is not married or have children. Most universities in the US look at your transcript, GRE/TOEFL scores, personal statement, recommendation letters from your teachers/professors (honest assessment, not the typical one you get from Manipur), and as you rightly mentioned a 40 h of community volunteer service is compulsory, and excellence in extracurricular activities/participation in art, culture, music, sports, social activities, etc., are all accounted for. In the US, there are government and private bank loans that are available for students and their parents based on the income level. But that is not 100 percent. You have to work for your boarding - books, food, lodging, clothing, extra money, etc. So, it becomes a working student in the US. Most students (16-18 years onward), they work on nights, weekends, and during summer holidays to earn their living expenses. The concept of students working to earn their own personal expenses is alien in India, and more so for our Manipur people. We all solely depend on 2 poor souls for everything we need. This cycle of dependence by our youth needs to be broken. At least, try to help your parents to some extent you can, whatever it is small or big, then our youth will become responsible adults when they become independent in life. It is going to be more and more difficult as the years go by when the competition becomes global - but that also means that we are open to more opportunities than we currently have in our small society and limited facilities. Awareness programs in Manipur is critical as most here advocates. The mindset of our students need to be properly channelized and show the path to global competitive environment. No pain, no gain. There is no free lunch in this world, if you are not paying someone is working hard to pay, and you should be ashamed of it or aware of it.
Below is the email circulated from the WBSD. We also got a phone message as reminder of the voting. Just a thought to highlight some points on the above discussion.

There is an election tomorrow - Tuesday, February 25!
The West Bloomfield School District Operating Millage Renewal election is tomorrow!
We are proposing a ten year renewal on our two operating millages.
There is ZERO increase in taxes for homeowners; it is simply a ten year renewal. The two millages represent over 11 million dollars of our annual budget.
They pay for classroom instruction, support staff, fine arts, enrichment, athletics and more.
Voting takes place at the same polling location as a national election. The polls are open from 7 am to 8pm. For more information visit www.wbsd.org/.
Thank you for voting!
